Tabs of decision table are missing on application overlay

Summary
An application overlay forms when a Decision table rule is included in the harness. When the Decison table is open from the Change Request, few tabs, such as, Pages & Classes and Parameters, are missing.

Steps to Reproduce
- Create a new revision and change request
- Create a new decision table
Root Cause
ReveisionRuleForm harness that belongs to the class, Rule-Declare-Desicion-Table displays a Decision Table rule in a Change Request or a Revision management context.
In this harness, the Tab group layout that displays all the tabs has visibility condition set to Never for the Pages & Classes tab.
Resolution
This behavior is fixed in Pega 7.3 and later versions.
Perform the below local-change for Pega 7.2 platform versions.
- Save As the RevisonRuleForm Harness belonging to the class Rule-Declare-DecisionTable to the ruleset of the base application.
- Include change the visibilty condition to Always in the Tab group section
- Save the Harness.
