Text is incorrectly grayed out/ disappears on blur on IE 10

Summary
In IE10 and IE11, for a text box, when control is set to "Integer", and Type is set to "Number" in the Presentation tab, the following issue occurs.
1. When typing, the text is grayed out.
2. Any entered text will dissapear on blur.
The issue does not occur in IE 8 and IE 9.
Resolution
This issue is resolved by hotfix item : HFix-21475
