Summary
The Data-Admin-ServicePackage.Validate activity in Pega-IntegrationArchitect:07-10-25 fails to execute due to a missing rule. Step 6 of the activity executes a Property-Set-Messages method and references a message rule named pyOAuth2Validation. No message rules with this name exists after upgrading from Pega 7.1.9 to Pega 7.2.1.

Steps to Reproduce
Open a service package rule, and save the rule.
Root Cause
The upgrade from Pega 7.1.9 to Pega 7.2.1 was not completed.
Resolution
Re-run the update, and verify if Build Successful message appears at the end.
