Tooltips in Navigation rule are not localized

Tooltips in navigation rule cannot be localized using a field value. They still show the English text.

Steps to Reproduce
Create Field Values for tooltips with Field name as pyToolTip for Navigation rule.
Root Cause
The root cause is a defect in Pegasystems’ code/rules.
Resolution
This issue is resolved by HFix-21646.
