Transfer assignment-Bulk Actions do not work with manual input

Summary
Unable to transfer an assignment, using Bulk Actions, on manually entering data in to the autocomplete control, after executing a task.

Steps to Reproduce
- Log in to the Case Manager portal and navigate to Bulk Actions.
- Select Transfer Flow Action.
- Select the operator (for example, Manager), to transfer, from the dropdown and type the User manually.
- Click Submit and open the task.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Perform the below local-change:
- Run an activity on change of autocomplete value (before refresh section action).
- Check if the user name is valid and retrieve the operator ID corresponding to it and set it to reAssignPage.pyReassignOperator (this field is used internally for routing).
