Transfer Assignment functionality is not working

Summary
Unable to transer assignments using BulkActions.
Error Messages
Lost the ability to make this change because a change elsewhere has taken precedence over the change you made here. Please click on the assignment again to continue.
Steps to Reproduce
- Select the From operator to display the list of assignments.
- Select the assignments to transfer.
- Select the To operator.
- Click Process Selected Assignments.
Root Cause
System was upgraded from PRPC 5.5 to Pega 7.1.9. In PRPC 5.5, Work-.SectionButtonsPerformBulk HTML rule was customized. It was updated as Final rule by Pega according to Pega 7.1.9 architecture.
Resolution
Perform the following local-change:
Copy the code from latest Work-.SectionButtonsPerformBulk HTML to rule in user-application ruleset.
