UI is distorted in all the screens on portal switch

Summary
The UI is distorted when switching between portals. This occurs sporadically for end user portals. The UI displays correctly when the portal is launched from Pega Designer Studio.

Steps to Reproduce
- Launch the Interaction portal.
- Switch portals.
- Switch back to the Interaction portal.
- Launch an Interaction.
Root Cause
A defect in Pegasystems’ code or rules.
On the application switch, the existing threads for the current application are removed. The Unload requests (pyDeleterDocumentPg) recreated the thread causing skin issues.
Resolution
Apply HFix-54749.
