UI doesnot render with IE 10 and 11

Summary
Application UI does not render with IE 10 and IE 11. While accessing application in IE 10 and 11, user does not render correctly, hence users are unable to work on the system.
HFIX-9113 and HFIX-7496 are the candidates needing evaluation for this specific problem scenario.
Error Messages
No error on the screen.

Launch application is IE 10 or IE 11.

Referred user to platform support guide, https://pdn.pega.com/documents/platform-support-guide - pages 23, 24 and 25.
For PRPC 6.x series, IE 10 and IE 11 are to be used only as end user browsers. Any development work shall be carried out in IE 9 or lower versions of IE.
