UI issue in Pega 7.1 for all mashup pages in SSP for Admin AG

Summary
When accessing the mash up pages the profile for admin does not get access to the custom skin rule to load the style classes used for displaying the pega screens.
- pega-iac 07-10-16 is being used.
- One showing no styles from Admin Access Group id.
- The other showing the styles set right(which is using the ccp Access Group id)

Steps to Reproduce
Login to Mash Up Portal.
Root Cause
This is an expected designed behavior . The Admin AccessGroup has a default portal as Designer.

Provided below explanation:-
The skin used in the Harness obtained through IAC is using the skin of the default portal associated with the user's AccessGroup.
