The requirement is to enable business users to add questions to a question page from the Survey management landing page. Currently, they can only add or edit the question page.

Steps to Reproduce
- Log in to the application
- Open the Survey landing page
- Attempt to add questions to the question page

This issue was determined to be a product enhancement request.
