Unable to create PDF files from DOC files

Summary
PDF creation from Word DOC files using the ConvertAttachmentToPDF activity fails with an error.
Error Messages
Error: PDF conversion failed.
Steps to Reproduce
Add a Utility shape to a flow and call the ConvertAttachmentToPDF activity.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
The DOC to PDF conversion activity (ConvertAttachmentToPDF) performs the conversion in the server using Pega Distribution Manager 3.3.5 (PDM). Pega 7.1.6 is the last version which provided this optional component. Later versions of the Pega 7 platform do not support PDM any longer.
The ConvertAttachmentToPDF flow action uses ActiveX integration and works only in Internet Explorer browser. Pega 7.3 and later versions do not support ActiveX controls.
