Unable to create shortcut in reports as Category not showing up

Summary
User has created Category and trying to create a Report--> Shortcut rule for the same Category but that Category is not populating. This issue is sporadic in nature.
Error Messages
No error messages.
Steps to Reproduce
1) Create the Category for example: "Test123"
2) Create the "Shortcut" under Report and select Category which user has created in step-1, that is, "Test123"
Root Cause
User has more than one category with a when rule that returns “false” and this is known issue in Pega 7.1.7.
Resolution
User has to do the private checkout of the Categories with a When rule to configure and remove them, then try to create the shortcut.
