Unable to export Data-WorkAttach-File instances

Summary
Unable to export Data-WorkAttach-File instances through product rule and it faills with "Encountered the following error:Unable to create a new archive!" error . User is not able to find any errors in the logs for the same. User is exporting these instances from PRPC 6.2 SP2 environment to import into Pega 7 environment as part of Pega7.1 upgrade.

Steps to Reproduce
Attempt to export instance by creating Pega Product rule.
Root Cause
From error in PegaRULES log file, the issue is with number of data instances that are being exported.
Resolution
Creating small batches of data instance resolves the issue. Following are the steps:
- Add more disk space to this system.
- Extract the data instances in small batches rather than single extract.
