Unable to find pyWorkCover page from newly added covered item

Summary
User has two independent cases, using AddToCover Activity one case is made the Parent of other case.
In this process, the pyWorkCover page is not getting formed and hence not available in clipboard.
User performed upgrade from Pega 7.1.8 to Pega 7.2.2. After update while creating a new work item in Pega 7.2.2 environment the pyWorkCover page for a particular work item is not appearing on the clipboard, where as the same is not happening in Pega 7.1.8 environment.

Steps to Reproduce
1. Create a work item from beginning stage in Pega 7.2.2 environment.
2. Complete two to three stages in the flow.
3. Now go to clipboard in order to check the particular workitem pyWorkcover page is created or not.
Root Cause
A defect in Pegasystems’ code or rules: In Pega 7.1.8, pyWorkCover was available due to a bug in product, as that bug was fixed, its not available now.
Resolution
Perform the following local-change:
Create pyWorkCover page explicitly.
