Unable to fix position for Overlay popup.

Steps to Reproduce
- Add an Overlay format modal dialog on a button
- Run the section
- Click the button. The Overlay displays
- Scroll to the bottom or to the top. The Overlay popup detaches from the button (position is not fixed)
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
This issue is addressed in Pega 8.1.8.
