Unable to import JAR files using XL deployment tool
Summary
JAR file import fails with classNotFoundExceptions when using prpcUtils through the XL deployment tool.

Steps to Reproduce
1. Create a JAR file for import
2. Deploy the file through an XL deploy tool
Root Cause
The class definition com.pega.pegarules.internal.bootstrap.BaseLogger is missing at users Pega_Distribution/archives directory.
Resolution
Perform the following local-change:
Provide 7.1.6 version of prweb.war file to fix the classNotFoundExceptions during the import process.
