Unable to install PGP 7.3.1 on pega 7.3.1

Summary
Pega Government Platform (PGP) is installed on a new Pega 7.3.1 installation with Tomcat and Postgres. Post verification, the Pega installation works correctly and the PGP Zip file is imported. However, the import screen does not display and an error is generated in the log.

Steps to Reproduce
Import the PGP installation Zip file.
Root Cause
A software use or operation error.
115505_PGP7.31.zip is not the correct archive to import.
Resolution
Perform the following local-change:
- Expand the 115505_PGP7.31.zip file
- Import the archives found in the Zip file.
