Unable to open a file downloaded from an application
The application is configured with a process for users to upload and download a Help file. User is unable to open a file after downloading it though the upload is successful.

Steps to Reproduce
- Upload a Help file
- Select an item on the Navigation menu to download the file
- Open the downloaded file
The navigation item is configured with an action to open Harness and invoke the Download activity.
Perform the following local-change:
Modify the Navigation rule to use the Open URL in Window action instead of Harness.
