Unable to open a When rule

Summary
Unable to open a When rule. While opening, it displays the XML view of the When rule in a pop-up window instead of opening the rule in the RuleForm new tab in Designer Studio.

Steps to Reproduce
- Log in to Designer Studio
- Navigate to Records explorer > Decision > When
- Open any When rule from the When rule instances
Root Cause
A software use or operation error. The Advanced tab in the Rule-Obj-When class has the Ruleform type as Form instead of Harness.
Resolution
Perform the following local-change:
From the working environment, export the Product rule for the Rule-Obj-When class rule and import it in the non-working environment.
