Unable to resume flow using ResumeFlow activity

Summary
A flow action can resumed only by an agent and is hidden to users. A local action is provided to users when case is in workbasket for editing the data. The agent is unable to resume flow using the ResumeFlow activity when the user edits data using the local action before or after the agent updates the data.

Steps to Reproduce
- Create a case and route the case to a workbasket
- Create an error scenario, run the flow as agent and let status change to ‘Pending Error’
- Perform 'Edit data' on case
- Run the flow as agent
Root Cause
A defect in Pegasystems’ code or rules. The assignment was saved to the database without access to the flow action.
Resolution
Apply HFix-40112.
