Administrators are unable to save access group records that reference a specific Rule-Application record. Validation fails during save.

Steps to Reproduce
Open an access group record and attempt to save it.
Root Cause
An issue in the custom application code or rules. The Rule-Application record referenced by the access group record listed a ruleset that was missing from the environment. This created a validation error that blocked the save of access group records that reference the Rule-Application record.
Resolution
Delete the reference to a missing ruleset from the Rule-Application record.
