Unable to select properties in extract rule

Summary
Unable to select properties in an extract rule. When clicking the gear icon, properties are not loaded and the PegaRULES log file contains an error about a query timing out.
The database is MS SQL Server 2014 SP2.
Error Messages
An error occured on executing the query for the report definition - There was a problem getting a list: code: 0 SQLState: HY008 Message: The query has timed out.
Steps to Reproduce
- Open an extract rule
- Clear the gear icon to select properties.
Root Cause
A defect in Pegasystems’ code or rules. The SQL query optimizer is not choosing the right execution plan.
Resolution
Perform the below steps:
- Apply HFix-34496
- Create a new Data-Admin-System-Setting named reporting/useForceOrderHint in the Pega-RULES ruleset and set its value to true.
