Unable to trace same service rule, same time by multiple users

Summary
Two users are unable to trace the same service rule at the same time.
User A starts tracing Service rule ServiceA.
When User B starts tracking the same Service rule Service A, Pega throws a JavaScript pop-up.
Error Messages
'Tracer session error: This rule <rule pzinskey> is being traced by operator <Operator ID> from requestor <Requestor ID> - Please restart tracer.
Steps to Reproduce
User A starts tracing Service rule ServiceA.
User B starts tracking the same Service rule Service A and both users see the error.
ROOT CAUSE
This issue was determined to be a product enhancement request that was later rejected.
