Unable to update Rule history

Summary
When a rule is saved from a particular version, it does not maintain the rule history correctly. It does not mention the version from which it is saved (previous version and ruleset) and displays the check-in comments.

Steps to Reproduce
Perform Save As of a rule from lower version to higher version and check the history details.
ROOTCAUSE
Defect in Pegasystems' code or rules.
Resolution
