Unexpected tab hover styling behavior

Summary
When setting the Tab style (background-color) in the skin, the styling for the Hover state does not work correctly. This occurs even though a style is not set for the Hover state.

Steps to Reproduce
- Open the pyEndUser71 rule.
- Update the color for active background (background-color:aqua).
Root Cause
A software use or operation error. Default padding was updated on the Tab background.
Resolution
Perform the following local-change:
Update the below script in the UserWorkForm.

.Standard_Test .Standard_TestList a#TABANCHOR {
padding-left:0px !important;
}
</style>
