User cannot tab and access log off button

Summary
User is unable to use use 'Tab' and 'Enter' keys to reach Operator menu to perform log off from the application.

Steps to Reproduce
1. Login in to the portal (Developer or Client Lifecycle Management (CLM) Manger portal.
2. Try to focus on the operator icon to open the menu.
When Tab key is pressed, instead of focusing on operator icon, focus moves to the next field.
Root Cause
A defect in Pegasystems’ code or rules.
User has customized pyPortalHeader to include pxOperatorImage control.
<i> html tag of pxOperatorImage control did not had tabindex attribute on it. Attribute tabindex is added to <i> tag as part of hotfix for getting focus on tabbing.
Resolution
Perform the following local-change steps:
1. Apply HFix-31403.
2. Add action events (Enter Key or Focus as required) on the dynamic layout where the pxOperatorImage control is included for the operator menu to open.
