User is prompted for authentication, when accessing a system using a URL that is in the below format.
https://systemName/prweb/PRRestService/A/B/C/ID-NUMBER?actionName=Done

Steps to Reproduce
- Open the browser
- Specify the URL: https://systemName/prweb/PRRestService/A/B/C/ID-NUMBER?actionName=Done
Root Cause
Change the system Name to refer to another system, that does not contain the referenced rules, to reveal which parts of the URL referenced rules within the original system. This indicates which rules must be checked.
Failed to retrieve Rule-Service-Rest instance A.B.C using default rulesets (Data-Admin-ServicePackage A doesn't exist)
Resolution
