Validation issue with custom report wizard in Pega 7.1.7

Summary
Post upgrade to Pega 7.1.7, validation errors are generated for Thresholds Caption value in custom report wizard when, 'Define Thresholds' is not selected. This was not the behavior in PRPC 6.1 SP2.

Steps to Reproduce
Run custom report wizard without checking ‘Define Thresholds’ in the Work Manager portal.
Root Cause
The out-of-the-box validation conditions were incorrect and they are fired even when ‘Define Thresholds’ is unchecked.
Resolution
This issue is resolved by HFix-22527, where a condition is added so that the validations only get fired when the checkbox is selected.
