Validation issue on IE: 'error when loading the content given'.

Summary
A repeat grid with two text inputs is validated by activity OnChangeAmount specified for Change event of text inputs. The validation is AmountMin should be less than AmountMax (if entered).
In the Internet Explorer (any version) this validation dies not work. In Chrome it works correctly.
Error Messages
Activity 'OnChangeAmount' failed to execute; Failed to find a 'RULE-OBJ-ACTIVITY' with the name 'ONCHANGEAMOUNT' that applies to 'xxxx'. There were 1 rules with this name in the rulebase, but none matched this request. The 1 rules named 'ONCHANGEAMOUNT' defined in the rulebase are:
1 unrelated to applies-to class 'xxxxx', for example: xxxxx'.

Root Cause
A race conditions as the same activity is called from Change event from 2 different controls.
Resolution
Local change is to use client side validation implemented as custom JavaScript function.
