Visa reason code 81 not reachable after applying HFix-21721

Summary
The logic in When rule NotElectronicallyReadTxnRC81 is not necessary for normal operating conditions:
g) .TransactionData.MailOrderTelephoneOrder !=""
This is blank, hence the condition always fails. Why should the MailOrderTelephoneOrder have a value for AFD transaction?

Steps to Reproduce
Start the Visa Reason Code Advisor. If MailOrderTelephoneOrder is blank, the reason code is never generated.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
This issue is resolved by an update to HFix-21721. Obtain the updated version of this hotfix.
