Work-Cover-.WorkUnlock activity fails to unlock work object

Summary
When attempting to call Work-Cover-.WorkUnlock on a work object open on the same node but in a different session an error is seen on screen.
Error Messages
Cannot obtain a lock on instance Class Identifier, as Requestor Identifier already has the lock
Steps to Reproduce
- Obtain a lock on a work object from one requestor.
- Try to obtain lock by executing WorkUnlock activity from a different operator's requestor.
Root Cause
WorkUnlock activity will not immediately release a lock when said lock is held by a different requestor. It is released after the next pulse interval.
Resolution
This is expected behavior.
