Work tab displays titles with special characters encoded

Summary
A work object tab title containing a special character displays incorrectly. For example, a title with '&' is displayed encoded as '&'.

Steps to Reproduce
- Add an ampersand '&' to a work object ID
- Run the case
Root Cause
A defect in Pegasystems’ code or rules. CrossScriptingFilter for pyID causes the encoding.
Resolution
Apply HFix-40622.
