Workarea header format does not work as expected

SA-14603

Summary

The Workarea header style format in the default pyEndUser71 skin, and others based on it, does not work as expected.
The "Use the same formatting for expanded and collapsed headers" checkbox does nothing.

Error Messages

Not Applicable.

Steps to Reproduce

1. Open pyEnduser71 skin.
2. Select Containers - Workarea header.
3. Uncheck "Use the same formatting for Expanded and Collapsed headers". Observe that no further action occurs.
4. Modify the styles.
5. Perform the same steps for Containers - Combo group, notice that it works.

Root Cause

The class is generated wrongly in case of workarea header. It is generated as 'layout-outline-workareaworkarea_header_header' instead of 'layout-outline-workarea_header' .

Resolution

Apply HFix-23963.
