As part of our Application we have client requirement to delegate data types to business admin users. Business users need to perform add, edit, bulk upload functions on data types. But in order to enable delegated rules in Constellation Application  we need to have parallel Cosmos application according to this Delegating a Rule or Data Type in Constellation. article. In our current Application is based on Sales Automation Constellation application and it is not required or have cosmos application. Users should be able to provide add/edit and do bull uploads as in OOTB.

Please share/ provide knowledge on how we should enable this without having concurrent cosmos application.
