Button name varies in the modal window for different browsers

Summary
The name of the button to attach a file appears different in Internet Explorer, Chrome, and Firefox browsers. This issue occurred during census bulk upload and loss experience bulk upload in the modal window. The name of the button appears as Choose File in Internet Explorer and Chrome and as Browse in Firefox browser.

Root Cause
The root cause of this problem is software use or operation error.
Resolution
The same HTML is rendered in different ways by different browsers. This behavior cannot be altered.
