Unable to localize OOTB final section

Summary
.pyLocalised is set to False in the out-of-the-box final section rule pzGridFilterRangeFields. pyCaption field values cannot be created because of this. These labels were translated to Dutch language.

Steps to Reproduce
Open section rule, and look at HTML tab.
Root Cause
A defect in Pegasystems’ code or rules:
- Localize check box was not selected in GridFilterRangeFields section.
- Filter range was not localized.
- pzGridFilterRangeFields was not localized.
Resolution
This issue will be resolved in Pega 7.1.9 release.
