Unable to create new application in Pega 7

Summary
Developers are unable to create a new application on top of MyCoCPMHCSuper 7.13 application and receive an error.
Error Messages
"PegaHC_CPMHC in your application stack fails validation on save. Please fix the validation errors."
Steps to Reproduce
1. Launch new application wizard from designer studio
2. Create application on top of MyCoCPMHCSuper 7.13
Root Cause
A defect in Pegasystems’ code or rules which caused a ruleset in CPM for HC 7.12 to be incorrectly flagged as a "Pega" ruleset.
