Summary

Developer has a custom portal showing the favorite rules from the "MyRules" in the operator menu till PRPC 7.1.7 in case manager portal. 
After they upgraded to Pega 7.1.8 as the delegation feature is changed they are not able to open the delegated rules now.

Steps to Reproduce

1) Create a field value rule
2) Delegate it to a particular access group using 'add to favourites'
3) login through the operator to which we have delegated the rule
4) Click on myrules from the operator menu
5) open the delegated rule

Root Cause

A defect in Pegasystems’ code or rules . Delegation model has been changed in 7.x versions .The WBOpen activity was trying to open a delegation configuration instance for delegated rules using the old Favorites model . Also the rule header visibility should be changed based on when condition .

Override the pyCaseManager navigation rule and add an item that executes a harness action and call harness pyCMDelegatedRules.
