SmartInfo does not load properly in IE through IAC
Summary
WIth an Internet Application Composer (IAC) based external PHP portal, user is exposing the application intake process through IAC. Within the PRPC application, there is a SmartInfo to display some instructions on some pages and the display of the SmartInfo is not correct and impossible to read properly. It occurs with IE browser through IAC only.

Steps to Reproduce
1. Create an IAC based external PHP portal.
2. Expose the application intake process through IAC.
3. Include SmartInfo to display some instructions on some pages, it doesnt display the content right. It occurs with IE browser through IAC only.
Root Cause
The top level application was running in IE 9 standards mode and PRPC 6.3SP1 requires quirks mode. The only way for the PRPC IAC iframe to render in quirks mode correctly to have the top level application force IE 8 standards mode.
Resolution
The top level application added the following meta tag to force IE 8 standards mode:
<meta http-equiv="X-UA-Compatible" content="IE=8" />
This standards mode also contains the old Quirks mode IE runtime, so the PRPC IAC iframe can render in that mode.
The PRPC IAC iframe uses quirks mode because it specifies the following the meta tag:
<meta http-equiv="X-UA-Compatible" content="IE=5" />
Once PRPC content runs in the correct IE mode, this display of the SmartInfo works correctly.
