Focus Event on a dynamic layout causes erratic behavior

Summary
Focus Event on Layout causes Erratic Behavior.
User is trying to use the Focus event on a Dynamic layout that is included in a Repeating layout.
However it renders any included drop downs inoperable and the user can only use the arrow keys to traverse the selections as the entire list is not visible.
When using the refresh action in conjunction with the focus event causes the field in focus to skip to the next one when tabbing through the fields.

Not applicable.
Steps to Reproduce
Use a repeating layout, and in the included section place the Focus event on a dynamic layout. The action should be to refresh another section.
Root Cause
A defect in Pegasystems’ code or rules. The issue is applicable to Mozilla Firefox browser.
Resolution
Perform the following local-change:
Press F4 to see entire list in drop down with keyboard and cconfigure in a way that, it does not refresh the same section which holds the same element.
