Operator Upload Error

Summary
Operators are uploaded using the Data Import Wizard. When an invalid record is present in the file, all the records before the invalid record are not uploaded. Only the invalid record displays in the error log. However, the records present below the invalid record are uploaded.

Steps to Reproduce
Use the Data Import wizard to upload a file with one invalid record for operators.
Root Cause
This occurs only for the Operator record when an invalid entry is present between the records.
Resolution
Apply HFix-53998.
