Decimal number formatting lost after screen-refresh

Summary
When referring a property of decimal type in the UI, the decimal number formatting is lost after a screen-refresh.

Steps to Reproduce
- Create a property with type decimal and action as PostValue.
- Add a button with Refresh this Section action.
Root Cause
Dot (.) is not supported in the German number format.
Resolution
Perform the following local-change:
- Navigate to the Number control properties in the Presentation tab.
- Enter '2' in the Decimal places option.
- Enter None in the Scale option.
- Enter None in Negative format.
