Deselecting Localize option in sectionHTML still localizes value

Summary
At runtime, the system continues to select a field value rule despite deselecting the Localize option in a section (HTML tab).

Steps to Reproduce
- Create a Datatype, where a record value is set to ALL.
- Create a report definition to fetch the Datatype records.
- Create a datapage to fetch the report results.
- Create a section and drag a dropdown sourcing the datapage created in Step 3. At runtime, the value 'ALL' displays as 'All' in the dropdown list (because the Field Value is '@baseclass [pyCaption.All] [RS : Pega-LP-Application:07-10-27]').
- Navigate to the HTML tab of the section and uncheck the ‘Localize’ checkbox. The dropdown contains the translated value 'All' instead of 'ALL'.
- Configure a post value action in the dropdown. In the section's HTML tab, uncheck the 'Localize' checkbox.
- Run the flow.
- Select 'ALL' from the dropdown options. After the selection, value changes to 'All'.
Root Cause
When the Localized checkbox was unchecked in the HTML tab, there was no check in the dropdown template to determine if the localized value must be fetched.
Resolution
- Apply HFix-46423.
- Add a refresh section after or instead of the post value action.
