0KB file is not allowing in IE while add attachment

Summary
User trying to attach the 0 KB files by using drag and drop option.
But the file does not load and keep rotating the loading icon on Internet Explorer.
But, the same file can be attached and view on the other browsers.
As per PRPC latest versions, Ii should show the Java script error message("File xxx.yyy doesn't exist or empty") , if the user trying to upload the 0 KB files in all the browsers.

Steps to Reproduce
1. Click Add Attachment.
2. Drag and Drop empty file (0 KB size). Blue timer display just keeps rotating.
Root Cause
A defect in Pegasystems’ code or rules.An alert is not added to display while the user has uploaded a 0 KB file.
Resolution
Apply HFix-34447.
