716 startup on Windows OS with non-english locale fails

Summary



HFix-28946 is causing the issue with windows non-english locale. Errors are mentioned below.


Error Messages



• pyReportingTimeInterval:20150401T040000.000 GMT is not a valid date/time value
• Create Date/Time:20150407T133221.982 GMT is not a valid date/time value


Steps to Reproduce



After installing the HFix-28946, change the windows locale to non-english locale.


Root Cause



The root cause of this problem is a defect in Pegasystems’ code/rules.

A date value is initialized with literals rather than using the Java API to initialize it based on the machine locale.

Resolution



Type: Port a hotfix.
Hotfix details: HFix-29136.
