The root cause of this problem is defect/misconfiguration in the operating environment.
Resolution
This issue was resolved through the following Local-change:
Ensure that “AllowLaunchOfElevatedTrustApps” and “AllowElevatedTrustAppsInBrowser” registry entries are enabled.
