BIX Extract select properties modal dialog doesn't open in IE 11

Summary
Even when running PRPC in compatibility/enterprise mode in IE 11 that double clicking on a BIX extract definition class does not launch the "select properties" dialog box.
Error Messages
None.
Steps to Reproduce
1. Use pc with IE 11 and add URL for PRPC to compatibility sites.
2. Launch PRPC application in IE11 and navigate to the BIX extract under sysadmin.
3. Create a new extract rule with any data class.
4. Once the extract rule is open double click on the class. The dialog box of properties should open but does not open in IE 11.
Root Cause
IE 11 is not supported for Designer Studio.
Resolution
IE11 is supported for end users portal (User portal, Manager portal and Case Manager portal) in PRPC 6.3 SP1, however, the Designer Studio is not supported.
