Button click to open local action posts menu XML

Summary
Developer has a section that includes a menubar control and two button controls, one configured to open a Local Action in a modal dialog and second to just open a Local Action. In both these scenarios, it is observed that when he clicks the button, the menu XML is being posted.
Error Messages
None. Observe Fiddler trace to confirm that menu XML data is being posted
Steps to Reproduce
1) Create a section which contains a Menu bar and local actions
a. Scenario 1: Use a pxButton, call Local Action onclick which opens a modal dialog.
b. Scenario2: Use a pxButton, call Local Action onclick which doesn’t open a modal dialog.
2) Include this section in flow action.
3) In both scenario, when button is clicked, XML containing all the menu options is passed.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
This issue is resolved by hotfix item HFix-10280
