Cancel and Submit buttons do not display post upgrading

Summary
Pega 7.1.8 is upgraded to Pega 7.4. Cancel and Submit buttons display on clicking the Withdraw option on the Actions dropdown while creating a case on Pega 7.1.8.
Post upgrading to Pega 7.4, Cancel and Submit buttons do not display on selecting the Withdraw option from the Actions dropdown.

Steps to Reproduce
Invoke pega.ui.HarnessActions.handleMenuAction on a button click using Runscript.
Root Cause
A software use or operation error. The section refreshed instead of the harness.
Resolution
Perform the following local-change:
Add a harness refresh after the script.
