Cannot display operator with Japanese font

Summary
Created operator with Japanese font ポジション, and while searching operators, its displayed as "????"
An operator is created with Japanese font, ポジション. When searching for the operator, the Japanese text displays as '????'.

Root Cause
Japanese was not the default language when the database was created.
Resolution
Perform the following local-change:
- Create a new database with a different name.
- Set the collation as Japanese_CI_AS.
- Set the default fulltext Language LCID as XXXX.
- Set the default language as Japanese.
- Install prpc_setup.jar connecting to the database.
- Change the datasource in WebSphere pointing to the database.
- Restart the server.
